The U.S. Government is the largest single source of funding for R&D in the world, spending nearly $350 billion each year in its 700 federal laboratories, in university research centers, and in competitively awarded contracts with private sector companies — large and small. The Department of Defense is the largest source of funding for R&D. However, substantial funding is also available from the Departments of Agriculture, Commerce, Education, Energy, Health & Human Services, Homeland Security, and Transportation, as well as the Environmental Protection Agency, NASA, National Science Foundation, and the Intelligence Community.

Although each agency targets R&D funding to meet its own needs, much of the technology coming out of these government sponsored programs is being "recycled" by industry to provide the foundation for a host of commercial spin-offs. From plastic wrap to computer chips, most of the products that permeate modern life were spawned in America's network of government, university, and industrial research centers.
